（吉隆坡24日讯）中国南方快车将投资4亿令吉在霹雳州华都牙也设立南车铁道车辆中心，这也是中国在海外投资的第一个这类中心。
首相拿督斯里纳吉指出，中国南车集团选择在我国投资建设中心，反映海外投资者对大马经济的信心。
“我相信这项计划不但对当地有经济效益，也能促进我国铁道科技领域的发展。”
纳吉今日见证交通部与中国南车集团签署合作备忘录时这么说。
出席者包括交通部长拿督斯里江作汉、秘书长拿督龙仕湖、霹雳州务大臣拿督斯里占比里、中国驻马大使柴玺、中国南车集团副总裁傅建国及南车株洲电力机车有限公司执行董事兼总经理徐宗祥。
提供800个就业机会
纳吉说，这项计划首阶段投资额为2亿令吉，预计制造800个就业机会。
“未来10年内，预计我国需要250列火车及电动火车，而东协区域及西中东国家也需要2900列新电动火车及火车，此外，未来5年，约1350列火车需要维修，这些都是商业机会。”
他希望该中心为我国提供技术转移，引领我国成为区域铁道领域的佼佼者。
他补充，我国自2010年开始便向中国南车集团采购电动火车车厢，如今交通部与南车集团签署备忘录，进一步促进两国的合作。
料后年投入运作
交通部长拿督斯里江作汉说，南车铁道车辆中心预计在2014年投入运作。
他说，该中心将成为东协电动列车制造中心，这不但让我国与中国携手开拓东协大市场，也无形中把我国铁道业与东协衔接起来。
“南车集团慧眼识大马，发现我国有潜能成为东协电动火车和火车总汇中心，因此选择在我国设立中心。”
他说，目前，中国在火车科技工艺方面是全世界最先进的国家，这项占地50英亩的计划，也将进行马中火车科技工艺转移，我国将受益无穷。
江作汉出席交通部与中国南车集团签署合作备忘录仪式时这么说。
“南车集团也与大马签署两年合约，负责维修我们向该集团采购的电动火车车厢。”
马新高铁计划仍在探讨阶段
江作汉说，马新高铁计划仍在探讨阶段，他强调马新高铁计划与马新捷运系统是不一样的计划，呼吁各造勿混淆。
“马新捷运系统是连接新山及新加坡，而马新高铁计划仍然在探讨阶段。”
他说，有关马新高铁计划将会进入招标阶段是个谣言。
“高铁计划不一定连接到新加坡，也可以通往其他地方，因此计划可行性很高，所以才要进行研究及探讨。”
物色合适合作伙伴
南车株洲电力机车有限公司执行董事兼总经理徐宗祥指出，无论是否找到合作伙伴，南车铁道车辆中心铁定在2014年投入运作。
“目前我们正物色合适的合作伙伴，如果无法找到，我们将独资完成这项计划。”
他说，总投资额为4亿令吉，首阶段是2亿令吉为其1年半，实现投产，另外2亿令吉是投产后为期两年的维修费用。
中国南车集团副总裁傅建国致词时指出，中心预计每年生产100至150列电动火车及为150列电动火车翻新。
他说，南车集团视大马为最重要的区域伙伴，此中心旨在为大马提供全方位的维保服务。

Prime Minister Dato’ Seri Najib Tun Razak who witnessed the signing of the MoA said he was certain the RM400mil centre would become the catalyst for growth for industries involved in railway technology in Malaysia.
“I am hopeful that it will be a pivotal nerve centre in providing the technical know-how and transfer of technology to Malaysians working at the centre while also generating jobs and business opportunities,” he said.
He said in 10 years, there would be a demand for 250 new unit of rail cars and locomotives in Malaysia while the demand from Asean and the Middle East was expected to touch 2,900 units.
“This is a massive new market and I fervently hope a certain percentage will be fulfilled at the CSR Rail Centre,” he said.
The complex, named CSR Rolling Stock Centre (Malaysia) Sdn Bhd, will be operated by a CSR Group subsidiary, CSR ZhuZhou Electric Locomotive Co Ltd (CSR ZELC), and is expected to provide 800 jobs.
“The plant is expected to build 100 to 150 new train cars each year and refurbish another 150. “It will help boost economic growth, create jobs and greatly enhance the capacity of high-end rail equipment manufacturing in Malaysia,” said CSR Group vice-president Fu Jianguo.
The MoA was signed by Transport Ministry’s secretary-general Datuk Long See Wool and CSR ZELC executive director and president Xu Zongxiang.
Transport Minister Datuk Seri Kong Cho Ha, Perak Mentri Besar Datuk Seri Dr Zambry Abdul Kadir and the Chinese Ambassador to Malaysia Chai Xi also witnessed the signing.
The centre, which is scheduled to start operating in 2014, will be located on 20.23ha of leased land.
CSR ZELC recently provided 38 sets of six-car rolling stock for KTM Berhad’s MyKomuter train services.
